The purpose of this document is to delineate analysis methodologies, provide guide lines to produce standard radiation belt files for creating improved space radiation models, to facilitate data exchange between different groups involved in the field and tools development that will use these data sets.

Data acquired in different countries/institutes/agencies are usually stored in v arious format (cdf, hdf, ascii, binary, idl saveset, ...) more or less exotic wi th no standard header, information, description ... This current status makes li fe difficult to cross-compare different data sets (it is always necessary to dev elop dedicated routines usually done several times throughout the world, ...). from a wide variety of space radiation measurements collected worldwide.
